You could probably do this more quickly easily via rule 2221, than a proposal. I'm also not convinced that just putting "distributable" in as a switch value counts as flipping the switch to distributable by announcement (possible for an II-0 proposal), especially when a similar format has been used to make proposals distributable via rule 2284. -- ais523
