Budgets (AI = 2)

Enact a new Rule:

      A budget is a document defined by the Rules and maintained by an
      office. An office only has a budget if the Rules state that it
      does. A budget's scope contains one or more changeable aspects
      such as switches. An office's budget is part of its weekly
      report, unless specified otherwise by the Rule defining it.

      During an election for an office which has a budget, the
      candidates SHALL publish a proto-budget for that office; this
      proto-budget is invalid unless it would be a valid budget for
      the office. When such an election is won, the winner CAN and
      SHALL, as soon as possible, change the office's budget to match
      the most recently published proto-budget e published during the
      voting period of the election, by announcement.

      An officer CAN change eir office's budget without 2 objections.

Amend Rule 2138 (The IADoP) by appending the following:

      The IADoP has a budget; its scope includes to Postulation and
      Interest Index of each office.

Amend Rule 2185 (Foreign Relations) by appending the following:

      The Ambassador has a budget; its scope includes the Recognition
      switch of each foreign nomic.

Amend Rule 2173 (The Notary) by appending the following:

      The Notary has a budget; its scope includes a list of public
      contracts known as the Termination List. The Notary CAN
      terminate a contract on the Termination List by announcement.

Amend Rule 2179 (Points) by replacing

      The Scorekeepor is an office, and the recordkeepor of points.

with:

      The Scorekeepor is an office, and the recordkeepor of points.
      The Scorekeepor has a budget; its scope includes the
      contestmaster switch and threshold index of each contest, and
      the Medal ownership of each contest.

Amend Rule 2253 (Cards) by replacing

      The Dealor is an office, and the Recordkeepor of Cards.

with:

      The Dealor is an office, and the Recordkeepor of Cards. The
      Dealor has a budget; its scope includes the Frequency of each
      Card type.

Amend Rule 2257 (Dealing Cards) by replacing

      Changing the frequency of each card type is secured, and the
      frequency of a card type CAN be changed:
          * by the Dealor without 2 objections;
          * by any player with Agoran Consent;
          * as soon as possible after a player wins an election for
            Dealor, if e publicly stated that e intended to change a
            given Card's Frequency to a certain value if elected, e
            CAN and CALL change that Card's Frequency by announcement,
            and SHALL NOT deal a card before e does so.

with:

      Changing the frequency of each card type is secured.
