Solitude, via a scam which consisted of giving Rests to most of Agora (by bouncing many of them off second-class players), Dunce Caps to a few more players, and bribing the rest to go inactive. (The multiple wins for me and coppro were achieved via exploiting a bug in Solitude's cleanup condition; c. declined to get a second win via that mechanism.) -- ais523
