Criminality dependent on intent is almost, but not quite, as bad as gamestate ambiguity, and for not entirely unrelated reasons. I suggest making compounding ambiguity the Class-2 crime of Muddying the Waters, and deliberately compounding ambiguity the Class-6 crime of Schroedinnanigans. Then we have a non-intent based slap on the wrist to remind people to behave or to be more careful, and a more serious punishment in reserve for if someone flagrantly abuses ambiguity.
