Or this. The way R2259 is worded leads me to believe that hand limit
enforcement must be done for all players in the same message. The
dealor doesn't have a SHALL to perform it for each entity, but instead
has a SHALL to perform it for all entities. The last line of R2259
seems to support this as well.
