Rough mockup:

(I'm using "Papyrus" with the vague knowledge that the name was used in
Agora before, but not being totally clear on what exactly it was used for.)

Each week, Not-Plato canandshall set everyone's papyri to 8.

There's like a Card or something that creates papyri in small quantities
(maybe 1-3).

When you send a public message, you lose one papyrus. When you perform
an action the rules say you SHALL perform, you gain one papyrus.
(Gaining generally happens before losing for the purpose of
instantaneous timing order.)

A player SHALL NOT have negative papyri.

Something clever happens so that gaining/losing papyri isn't quite so
platonic, maybe. Is that even theoretically possible?

Note that performing multiple required actions in a single message
results in a net gain in papyrus.
