My point is not so much that players were added to the list at the
adoption of the proposal as that the proposal specifies the list is
the last 5 active players to have been awarded Champion, which is
different than the MwP list (which whenever a new MwP was added
dropped the oldest MwP even if they had been championed again more
recently). As a result, coppro is on the List of Succession (even
though e wasn't on the MwP list) and therefore became Speaker as of
the adoption of the cards proposal.

Hypothetical future: I am championed, then you are championed.

Based on this List of Succession:

Tiger - July 6
c. - July 6 (and previously on Jun 24)
Wooble - July 6
ais523 - July 6 (twice)
coppro - June 24

When I am added, coppro drops off and c. becomes the new Speaker.

When you are added, ais523 drops off and c. remains Speaker.

Under the old MwP system the following would have occurred instead:

When I am added coppro drops off and c. becomes the new Speaker.

When you are added c. drops off and ais523 becomes Speaker.

As I see in your most recent message the assignment of Major Arcana
occurs before the change to Speakership, so I agree with you that it
is OK. However, I don't believe that Wooble was Speaker, so I think
eir attempts to Form a Government failed.
