As near as I can tell from comex's comments, the current proposal creates a working system for distributing cards and completely and successfully replaces prerogatives (with the exception of Veto which is broken anyway). What's broken is that a handful of cards are Duds; i.e. they will have no effect on play - but for that matter those are cards of lower probability and so it's likely they wouldn't actually affect play until after a patch could be passed. Would someone care to post a summary of the ##nomic comments to change my mind here? Either way I'll distribute a fix proposal this week. -G.
