Interesting.  Rule 2153 (Interest Index), Power=1, states that II is
an integer from 0 to 3, but Rule 2225 (Interest Index of Judicial
Cases), Power=1.5, states that the interest index is increased by one.
 As it takes precedence, I suspect that the case now has an II of 4.
Therefore, there are no well-qualified entities I can assign as judge;
I'll have to wait until the II is flipped to 0.
