I think the free market solution works better - if you need to pay for
a proposal, you make it at least slightly worthwhile (this is from 
empirical evidence in the game 2001-2007).  Right now the problem is 
Support is free (and consequence-free) so no one bothers to be 
discriminating - this is just proposal spam.  The proposer should do at 
least an initial good job.  I wouldn't want to be on a panel that has 
to sort through the junk, either.

Right now, my solution is to turn up my spam filter - a blanket vote
AGAINST all proposals because I can't be bothered to wade through the
noise.
