Proto: Proposal Review Board

Create a three member panel. Elections for this panel are held in the
same fashion as officer elections, except the top three vote-getters
are elected.

When a proposal is placed in the pool the members of the panel must
(as soon as possible) give a recommendation for that proposal from
among the following:

REJECT - The proposal is removed from the pool after one week unless
made distributable before that time. Panel members SHOULD only reject
a proposal if it is clear there are problems with the proposal that
need to be fixed for it to function correctly.

ADOPT - After one week the proposal becomes ADOPTED unless there are X
objections during that time. If objected to, the proposal instead
becomes distributable. Useful for proposals that fix grammar or other
errors, disinterested proposals, or proposals which otherwise would
not cause controversy.

PROMOTE - The proposal becomes distributable (chosen by default if
there is no majority panel decision).

Permit players to still make any proposal distributable with X support
(bypassing the panel) so as to prevent the panel from violating R101
rights of players.

The idea here is that the Review Board filters out proposals that are
either uncontroversial or buggy so only those proposals which are
truly important are sent to the Agoran people for a vote. This should
reduce the amount of PRESENT votes. Also, by reducing the size of
distributions voters are more likely to review and vote on proposals.
