Anyone CAN with support anyway.  Requiring the IADoP is the same 
principle as having the IADoP starting elections when an office hasn't 
had an election for a while.  (1) Saying that the IADoP SHALL do it helps 
the new person gain legitimacy and (2) if the IADoP starts an election, 
some candidates might jump in who wouldn't start an election just for
themselves.  This is Good for Democracy(tm).
