It looks like the reason I got this wrong was because I mistakenly reversed the black and white pegs -- I'm used to the black pegs meaning "right color in the right place", and I didn't read closely enough to realize the puzzle was using them the other way around. It's interesting that I still got the right colors, just out of order. -root
