I realized it is actually possible to read this statement to answer the 
Caller's intended question.  

It can be read as "a Rule currently exists which makes it possible for a 
Rule to change a Proposal's text".  At the time the Rule 2238 existed and 
contained the instructions for doing so.  Hopefully, since I opined on 
the effectiveness on R2238 anyway, an appeal isn't needed on these technical 
grounds?  -G.
