Yes, I do see your point. Actually, I forgot that R107 doesn't have a phrase such as "clearly identify" (was just looking for it again), it was that phrase in R683 and R208 that led me to consider Decision vs. proposal. Will summarize in some (hopefully) concise official gratuity. -G.
