If Agora did this, dictator would be a political position, and it would
probably be in keeping with the power you were voted to use it.  Example:
for a time, the Speaker could veto proposals, and for a time during that,
(some) speakers had no compunction about just vetoing things they didn't
like and it wasn't seen as "abuse" or "bad" (Mind you, Speaker was an
elected office at the time and veto policy/promises would sometimes swing
votes).  For some reason, that's currently seen as "bad taste" and veto is
only used when there's a "for the good of the game" argument for using it.
But I'm not sure that's a good thing.
