To put it another way: if Agora legitimately voted me a dictatorship, I wouldn't abuse it. If I scam myself a dictatorship, I might abuse it slightly (but not too much, that wouldn't be any fun either); for instance, I used the most recent one to give myself a win and attempt to refund the Notes it cost me, which would be an abuse for a gifted dictatorship, but not for a scam dictatorship. -- ais523
