It needs to be miss a deadline, you still have to make it up
in the following X hours.

Yes, the assumption (following Wooble's comments) is that these days
enough people check in regularly enough during the holiday (say at 
least once per week, with w/o 1 objection actions wholly blocked) to 
make apathy-scams almost as hard as during normal times.  So the main 
function of holidays is to allow officers or judges can relax and not 
do their Reports/judgements/etc.
