DiploNomic can interpret itself however it wants. The only question is whether DiploNomic and the Agoran contract are the same thing. Can you come up with an actual reason (one supported by game custom, common sense, past judgements, or consideration of the best interests of the game) that DiploNomic's "arbitrary proposals can take effect" does not entail "arbitrary changes can happen"? --Warrigal
