Proto-proposal: Avoid Empty Offices (AI=2, II=2)

Amend rule 1006 (Offices) by inserting the following paragraph after 
the second:

      The interest index of an office is a natural number defaulting
      to 1. For each office, at the end of each week (or, if the
      office is low-priority, each month) in which no player held the
      office, the interest index of the office is increased by one; at
      the end of each month (or, if the office is low-priority,
      quarter) in which the office was never vacant, the interest
      index of the office is decreased by one (to a minimum of 1).


Amend rule 2126 (Notes) by replacing the text

      (2) (E)  At the end of each week, each player who completed the
               non-empty set of weekly duties of at least one office
               during that week gains an E Note.

          (Eb) At the end of each month, each player who completed the
               non-empty set of monthly duties of at least one office
               during that month gains an Eb Note.

with

      (2) (E)  At the end of each week, each player who completed
               (including by deputisation) the non-empty set of weekly
               duties of an office during that week gains a number of
               E Notes equal to that office's interest index, minus
               one if by deputisation.

          (Eb) At the end of each month, each player who completed
               (including by deputisation) the non-empty set of
               monthly duties of an office during that month gains a
               number of Eb Notes equal to that office's interest
               index, minus one if by deputisation.
