Actually, I think Wooble was right, it's ok.  In this phrase:
      The Promotor distributes a proposal by publishing it with the
      clear intent of distributing it. 
the mechanism is "publishing" and publishing is something that
the Promotor can do, not by a CAN, but (per R478 definition)
it's physically possible for em to send a public message.  (also, 
"by publishing" is the same as "by announcement" in r478).
