I think so; this seems like the same thing as "X SHALL Y by announcement", except the SHALL is phrased indirectly as "weekly duties" and the mechanism is spelled out in more detail than just "by announcement". It still seems to follow the rule that a person CAN do something if the rules require them to do it and specify a mechanism.
