"a Senator not in the roll call" is unneeded.  (During an emergency
session, "Senator" is re-defined as "those in the roll call".)

Combined with the restriction on candidacy for office, this seems
sufficient protection (at least it gives us time to enact something
like Palace Guard if/when the actual need arises).
