Certainly Aerica seems much harder to invade than Agora. In particular, filled seats in the Senate cannot be replaced for four years without the approval of both the Emperor and the President of the Senate. Elections for unfilled seats can be held much more quickly, but there are none right now. Therefore, we would have to stay at war with Aerica for more than one year (!) in order even to be present during an election of the Senate. It is also confusing how one can become a citizen of one of the colonies: although there is a prominently listed Citizenship Form which purports to submit to "our immigration officials and the Emperor", I do not see any law that validates this process.
