If you are unsatisfied with the outcome of speaking with minister Glark, you can always appeal to the Emperor. However, because he has a say in all applicants before minister Glark replies, it is unlikely that this appeal will work. Several nations have in the past tried overt threats against us, and have been summarily ignored until they went away. The very small number that actually tried to bring about some of their threats were dealt with appropriately, but never recognized. Pavitra
