Preventing that is trivial:

  I create "Parties SHALL act as directed by the owner of this section,
  and SHALL NOT act as proscribed by the owner of this section."

  I increase the score of that section from -1 to 0.
  I increase the score of that section from 0 to 1, making it non-void.

  I proscribe all actions that would neutralize that section.
