Boring.  Ladder scamming from Power=2 to Power=3 is probably
relatively easy (although I haven't looked into it in depth), where
you can do a lot more than award yourself a win.  From Power=1 to
Power=2 is relatively hard, so there should be a nice trophy to get
with a Power=1 scam if the scamster doesn't want to or can't ladder up
to a higher power.  Why not a win?  As ais523 said, it's a lot less
destructive than other stuff that could be done with Power=1 rules.

Proto-proto: Create a Rule that, once per week, allows any Instrument
to cause an entity to satisfy the Winning Condition of
Instrumentation.
