Intent is an announcement.  At the moment of announcement, you did
in fact intend to do something.  You can't remove the fact that you
intended to do something at the time of the announcement.

This wasn't a bug - you didn't have to follow through if you changed
your mind - until we made it so one of the supporters could follow
through and do the action.  Even now it's not necessarily a bug.
