Custom is that the Rulekeepor can reformat new rule text to fit the
rest of the Ruleset (and according to R105, whitespace doesn't matter
in quoting rules); I would reformat P5740 by replacing the
non-breaking spaces with spaces.  I don't know what effect that has on
the vote, though...
