Resolving Agoran decisions
The vote collector for an unresolved Agoran decision CAN resolve
it by announcement, indicating the option selected by Agora.

This rule takes precedence over any rule that would provide
another mechanism by which an Agoran decision may be resolved.
Both Rule 2160 (Deputisation) and Rule 2193 (The Monster) have Power=1.
I would interpret Rule 208, due to the last paragraph, such that
(although it is not stated explicitly) the standard by-announcement
mechanism is the only way that Agoran decisions may be resolved.
Therefore, someone other than the vote collector CANNOT resolve an
Agoran decision. Therefore, Agoran decisions CANNOT be resolved by
deputisation.
