I really like this scam, but I think this is the where it breaks down
(and the only place it breaks down); the foreign nomic doesn't have a
non-zero power, and therefore cannot grant the ambassador a power above
zero. If one of Agora's rules were a nomic, then it might work better;
but there are no subnomics in the Agoran ruleset at the moment.
