Item 2 is there so I can fix bugs without having to repeal and
reinstate the pledge.
Items 3 and 4 say "as best as possible" in case the only options for
a mandatory caste change all affect a paid-for caste change. For
example, if everybody in Caste Beta just paid for their promotions,
somebody has to lose out.
