Can someone verify that the PNP's vote was effective?  If so, then
OscarMeyr's vote doesn't affect the overall outcome.

How could the PNP's vote be effective?  It was a democratic proposal.

You're right, being promoted to that status despite AI=1 doesn't
change that.

I can't find a vote from OscarMeyr in the archives, so I won't CoE
until/unless someone turns up positive evidence.
