I don't see how that would allow a takeover (lower AI means lower
power); you'd have to fix wins with an AI-0 proposal, but apart from
that AI-0 proposals don't seem capable of much. It would, paradoxically,
probably be better for blocking proposals by reducing their AI so they
were unable to do what they wanted to do.
