Amend Rule 2149 (Truthfulness) to read: A person SHALL NOT make a public statement unless e reasonably believes it is true. For the purpose of this rule: a) Merely quoting a false statement does not constitute making that statement. b) Any disclaimer, conditional clause, or other qualifier attached to a statement constitutes part of the statement; the truth or falsity of the whole is what is significant. c) A public statement that one performs an action is true if and only if one thereby succeeds in performing that action.
