Again, rule 101 says that the agreement must be explicit. The fact that we're playing the game is a pretty strong implicit agreement to its rules, but not at all explicit, much like how a person can own as many pens as e wants, depositing and withdrawing whatever currency e likes, without ever agreeing to the Bank of Agora agreement. Of course, to change rates, a person would have to agree to the Bank of Agora agreement--because the agreement explicitly says that only those who have agreed to it can change rates. --Ivan Hope CXXVII
