Currently, I believe IRCN's R112 (wins may only be by points) takes precedence over its R305 (protective decrees). I think this can be fixed by adding "This rule takes precedence over all other rules." to 305. (305 should probably also be immutable -- it's not clear from the website whether this is already the case or not.)
