Well, we could change that so "full effect" is more like "some effect", therefore the protectorate could decide the precedence level we were guaranteeing (they could make the proclamation rule immutable and with higher precedence than anything, or they could make it their equivalent to power-1 so we could sort out low-level snafus but not high ones). As it currently reads, the only way to guarantee *any* decree has *full* effect is to have it take precedence over everything. -Goethe
