Locations are still just contracts.  The proto as it stands would
prevent locations from changing text except by proposal, but it
wouldn't prevent them from forming.

If you're going to hijack locations to that degree, then there's not
much point in having them remain contracts.  I suggest rewriting the
whole of the Locations rule.
