I disagree.  At any time e could have stated, outright, that e didn't
intend to register.  Eir absence of such a statement, while e displayed
clear knowledge of Agoran and what e was doing (by taking conditional 
actions) should be taken into account:  CFJ 1290 is a direct precedent 
here.  (Judge wooble, please see CFJ 1290, I forgot to mention its 
relevance).
