Hmm, it's another semantic thing, what does "required to be done" apply to? Argument 1: Voting is not strictly required, so the Rule doesn't apply. Argument 2: In order to be successful, a vote is required to occur during the voting period, so it does apply. I think the spirit of the rule favors argument 2, but I'm not sure about the letter of the rule. Maybe the test case should be on root's (possibly late) vote? -Goethe
