Note that I want that only on democratic proposals. If we decide to allow democratic proposals to be manipulated in that way, we may as well eliminate the distinction, and just allow partnerships to vote. . . Or the average player to vote *4 to *12,000 on them. Surely you'll agree that that is not in the best interests of the game?
