Its purpose there is to force a deterministic outcome from a
paradoxical situation:  the end of the game.  Rule 14 suggests that
the game does not end when somebody wins, so your Rule 5 does not fill
that purpose.

Incidentally, I note that Rule 14 says that the Speaker can change
when somebody wins, but I see nothing stating how the Speaker should
in that event (presumably the winner becomes Speaker).
