I hereby initiate the game of ParaNomic XP, choosing the mailing list
[EMAIL PROTECTED] as the initial public forum, and the
following set of rules as the initial set of rules.


== Rules ==

Rule 1-0/0: Bootstrapping the rules (Ultraviolet)

      The initial set of rules is the set chosen by The Computer when
      the game begins.

Rule 1-1/0: The game is secured (Blue)

      Any change that would make it impossible to make arbitrary
      changes to the rules within a four-week period is impossible.

Rule 1-2/0: Rule changes are secured (Blue)

      A rule change is any of the following:

        (a) The creation of a rule.
        (b) The repeal of a rule.
        (c) The alteration of a rule's text.
        (d) The alteration of a rule's clearance.

      Rule changes are only possible as explicitly defined by the rules.

Rule 1-3/0: Now is what matters (Blue)

      All references to the rules pertain to their current form,
      unless stated otherwise.

Rule 1-4/0: Self-reference is allowed (Blue)

      All rules, including the rules pertaining to rule changes, can
      apply to themselves.

Rule 1-5/0: Rule references (Blue)

      The Computer shall give each rule a rule number, amendment
      number, and title for reference.  A rule's rule number cannot
      be changed once assigned.

=== Precedence ===

Rule 1-6-1/0: Precedence by clearance (Ultraviolet)

      In a conflict between two rules of different clearances, the
      rule with higher clearance takes precedence.

      This rule takes precedence over all other rules of equal or
      lower clearance.

Rule 1-6-2/0: Precedence by rule number (Red)

      In a conflict between two rules of the same clearance, precedence
      is determined by the first of the following that applies:

        (a) If exactly one of the rules claims precedence over the
            other (specifically or generally), then that rule takes
            precedence.

        (b) If exactly one of the rules defers to the other
            (specifically or generally), then the other rule takes
            precedence.

        (c) The rule with lower rule number takes precedence.

      This rule takes precedence over all other rules of equal
      clearance.

Rule 2-1-1/0: Submitting proposals (Blue)

      Each citizen can submit proposals.

Rule 2-1-2/0: Proposal references (Blue)

      The Computer shall give each proposal a proposal number and
      title for reference.

Rule 2-1-3/0: Revising proposals (Red)

      The author of a proposal for which voting has not yet begun
      can revise its text and/or clearance.

=== Voting on proposals ===

Rule 2-2-1/0: Voting on proposals (Blue)

      Each proposal shall be voted on, and is adopted if and only
      if the votes on it satisfy the requirements imposed by other
      rules.  Adopted proposals shall guide play in the form in
      which they were voted on.

Rule 2-2-2/0: Voting period (Red)

      A proposal's voting period begins when The Computer says it does,
      and ends one week later.  Votes can only be cast on a proposal
      during its voting period.

Rule 2-2-3/0: Eligibility to vote (Blue)

      The eligible voters on a proposal are the citizens with clearance
      higher than or equal to its clearance.

Rule 2-2-4/0: Voting clout (Red)

      Each eligible voter on a proposal can cast exactly one vote on it.

=== Adopting proposals ===

Rule 2-3-1/0: Majority rule (Red)

      A proposal is adopted if and only if more than half of the votes
      cast on it are in favor.

Rule 2-3-2/0: Super-majority rule (Blue)

      If a proposal would otherwise have no eligible voters, then all
      citizens are breveted to the proposal's clearance for the purpose
      of voting on it until the end of its voting period, and the
      proposal is adopted if and only more than two-thirds of the votes
      cast on it are in favor.

Rule 2-3-3/0: Time of effect (Red)

      A proposal is adopted at the end of its voting period (if it is
      adopted at all), and takes full effect when The Computer first
      publishes its voting results.

Rule 2-3-4/0: Transdimensional Collapsatron (Blue)

      No proposal can take effect earlier than the time of its adoption,
      even if its text explicitly states otherwise.

== Citizens ===

Rule 3-0/0: Bootstrapping citizens (Ultraviolet)

      The initial citizen is Murphy, and is installed as The Computer
      when the game begins.

Rule 3-1/0: Reporting for duty (Blue)

      Any natural person can become a citizen.

Rule 3-2/0: Reporting for termination (Blue)

      A citizen can always leave the game rather than continue to play
      or incur a game penalty.  No game penalty worse than leaving, in
      the opinion of the citizen, may be imposed.

=== The Computer ===

Rule 3-3-1/0: Existence of The Computer (Blue)

      Exactly one citizen shall be designated as The Computer.

Rule 3-3-2/0: Rebooting The Computer (Red)

      If The Computer leaves the game, then the citizen with the longest
      continuous registration becomes The Computer.

=== Clones ===

Rule 3-4-1/0: Clone families (Blue)

      Each citizen starts with a clone family (whose size is a natural
      number) and a clone number of 1.

Rule 3-4-2/0: Termination and erasure (Blue)

      When a citizen is terminated, his clone number is increased by 1.

      When a citizen's clone number exceeds the size of his clone
      family, he leaves the game.

Rule 3-4-3/0: Six-packs (Red)

      Each citizen starts with a clone family of size 6.

== Clearance ==

Rule 4-1/0: Clearance spectrum (Ultraviolet)

      Clearances are as follows, from lowest to highest:

        * Infrared
        * Red
        * Orange
        * Yellow
        * Green
        * Blue
        * Indigo
        * Violet
        * Ultraviolet

      A High Programmer is a citizen whose clearance is Ultraviolet.

      Rumors of Gamma clearance are treason.  Report all rumors.

Rule 4-2/0: Breveting (Blue)

      While an entity is breveted to a higher clearance for a specific
      purpose, it is treated as having that clearance with respect to
      that purpose.

      Only a rule with Blue clearance or higher can brevet an entity
      to a clearance above its own.

Rule 4-3/0: Clearance for rule changes (Blue)

      No entity can change a rule with higher clearance, or change a
      rule's clearance to be higher than its own.

Rule 4-4/0: Proposal clearance (Red)

      Each proposal's clearance is Red by default.

Rule 4-5/0: Citizen clearance (Blue)

      Each citizen begins with Red clearance.

Rule 4-6/0: Computer clearance (Blue)

      The Computer is breveted to Ultraviolet clearance for the purpose
      of acting as The Computer.

== Possibility and permissibility ==

Rule 5-1/0: Freedom by default (Blue)

      Any action not declared impossible by the rules is possible.  Any
      action declared possible in limited circumstances is impossible
      outside those circumstances.

      Any action not declared illegal by the rules is legal.  Any
      action declared legal in limited circumstances is illegal
      outside those circumstances.

Rule 5-2/0: Game entities are secured (Blue)

      Any entity or attribute that exists only because it is defined
      by the rules can only be created, altered, or destroyed as
      allowed by the rules.

Rule 5-3/0: I say I do, therefore I do (Red)

      If the rules define an action as possible for a citizen to
      perform, but do not otherwise provide a mechanism for him to
      perform it, then he performs it by saying he does.

Rule 5-4/0: Authority of the rules (Blue)

      A citizen shall always obey the rules.

== Where to do things ==

Rule 6-0/0: Bootstrapping the public forum (Ultraviolet)

      The initial public forum is the forum chosen by The Computer when
      the game begins.

Rule 6-1/0: The public forum (Blue)

      Actions relevant to the game can only be performed by sending a
      message to a public forum, unless otherwise specified.

      Any message sent to all players and clearly labeled as public
      qualifies as being sent to a public forum.

== Adjudication ==

Rule 7-1/0: Calling for judgment (Red)

      The Computer shall judge the truth of a statement when asked
      to do so by a citizen (the caller).

Rule 7-2/0: Case numbers (Red)

      The Computer shall assign each call for judgment a case number
      for reference.

== Victory ==

Rule 8-1/0: Win by power (Blue)

      When a citizen becomes a High Programmer, he wins the game.

Rule 8-2/0: Win by paradox (Red)

      Upon a judgment that a portion of the gamestate is impossible
      to determine, the caller wins the game, and he and The Computer
      shall both make reasonable attempts to resolve the indeterminacy.
