Proto-Proposal: Structured victory

Amend Rule 2110 (Win by Paradox) to read:
The following Winning Condition exists:
* Title: Win by Paradox
* Trigger: A judicial finding that the possibility or
legality of an action (actual or hypothetical, but not
arising from that case itself) is UNDECIDABLE.
* Target: The initiator of that case.
* Cleanup procedure: The winner SHALL, as soon as possible,
submit a proposal to resolve the paradox.
I disagree with this cleanup procedure as being too specific. A few
years ago, someone set a switch (probably eir availability to judge
CFJs) based on certain conditions, which I found to be
inteterminate. Cleaning that situation up did not require a proposal.
So let's try this instead:
* Cleanup procedure: The winner SHALL, as soon as possible,
take appropriate action to resolve the paradox.
