I disagree with this cleanup procedure as being too specific. A few years ago, someone set a switch (probably eir availability to judge CFJs) based on certain conditions, which I found to be inteterminate. Cleaning that situation up did not require a proposal.

So let's try this instead:

      * Cleanup procedure:  The winner SHALL, as soon as possible,
        take appropriate action to resolve the paradox.
