Create a rule titled "Victory" with Power 2 and this text:

      When one or more persons satisfy at least one Winning
      Condition and do not satisfy any Losing Conditions, those
      persons win the game.  Winning Conditions and Losing
      Conditions exist only as defined by the rules.

      Each Winning Condition should have a title, a trigger (defining
      when it is satisfied), at least one target (defining which
      person(s) satisfy it), and a cleanup procedure (to prevent an
      arbitrary number of wins from arising from essentially the same
      conditions).  Upon a win, for each Winning Condition satisfied
      by at least one winner, its cleanup procedure occurs.

Amend Rule 2110 (Win by Paradox) to read:

      The following Winning Condition exists:

        * Title:  Win by Paradox

        * Trigger:  A judicial finding that the possibility or
          legality of an action (actual or hypothetical, but not
          arising from that case itself) is UNDECIDABLE.

        * Target:  The initiator of that case.

        * Cleanup procedure:  The winner SHALL, as soon as possible,
          submit a proposal to resolve the paradox.

Change the title of Rule 2134 to "Win by Ballot", and amend it to read:

      The following Winning Condition exists:

        * Title:  Win by Ballot

        * Trigger:  A correct announcement that a specified player's
          voting limit on an ordinary proposal distributed at the time
          of the announcement would exceed the combined voting limits
          of all other players on that proposal.

        * Target:  The specified player.

        * Cleanup procedure:  Each player's VVLOP and EVLOP is set to
          eir BVLOP.

Amend Rule 2126 (Voting Power) by replacing this text:

      z) If this rule mentions at least six different specific colors
         for VCs, a player may spend one VC of each such color to win
         the game.

      When a game win occurs, each player's VVLOP is set to eir BVLOP.

with this text:

      z) If this rule mentions at least six different specific colors
         for VCs, then the following Winning Condition exists:

           * Title:  Win by Rainbow

           * Trigger:  A player spending one VC of each color mentioned
             in this rule.  (E may do so.)

           * Target:  That player.

           * Cleanup procedure:  None.

Amend Rule 2179 (Points) by replacing this text:

      A player with 100 or more points may win the game by announcing
      this fact.  Upon such an announcement, each player's score is
      set to zero.

with this text:

      The following Winning Condition exists:

        * Title:  Win by Points

        * Trigger:  A correct announcement that at least one player's
          score is at least 100, specifying all such players.

        * Targets:  All such players.

        * Cleanup procedure:  Each player's score is set to 0.

Create a rule titled "Win by Proposal" with this text:

      The following Winning Condition exists:

        * Title:  Win by Proposal

        * Trigger:  The adoption of a proposal awarding a win to one or
          more persons.

        * Targets:  All those persons.

        * Cleanup procedure:  The relevant clause of the proposal does
          not take effect directly, but indirectly by triggering this
          Winning Condition.

Create a rule titled "Win by Extortion" with this text:

      The following Winning Condition exists:

        * Title:  Win by Extortion

        * Trigger:  Awarding a win to one or more persons on behalf of
          Agora.

        * Targets:  All those persons.

        * Cleanup procedure:  Agora's action does not take effect
          directly, but indirectly by triggering this Winning Condition.

Create a rule titled "Crime Doesn't Pay" with this text:

      Being in the chokey is a Losing Condition.
