Terrible Proposal:
Create a rule with Power 3.1 and this text:
Rules CAN be changed by announcement, but the change takes
effect 106 years after the announcement.
The magic number is 14. Adopted proposals CANNOT change
any aspect of the rules other than the magic number.
Rules CANNOT be changed except as allowed by this rule.
