You're probably right, but if that humongous sentences had no commas
whatsoever, it would be ugly.

Try this:

      A judicial finding is a judgement of a question on veracity
      that is neither appealed within the time limit for doing so
      nor sustained on appeal.

This avoids the comma issue, but has the minor drawback of getting
the concept wrong.

It's tempting to try to combine the clauses, along the lines of

      A judicial finding is a judgement of a question on veracity
      for which the time limit to de-assign it on appeal has expired.

but the rules in question are ill-suited for this; initiating an
appeal has a time limit after which it becomes impossible, while
resolving an initiated appeal merely has a time limit after which the
panel (and thus, by R2157, its members) can be dinged for lateness.
