That's a good point. I made a choice to leave out the 'by another nomic' clause as I thought it provided a loophole (e.g., our game's not a nomic it's a collaborative rule creating web game).

It might be possible to say hostile action from an 'external force' or similar, but that's not defined. It's also possible for another nomic to join as a partnership, thus becoming not an external force, and circumventing this rule (but then what is the difference between another nomic trying a scam vs a partnership trying a scam?)

I'm not sure what the best solution to that is.

Maybe a better definition of hostile? Such as intent to render Agora unplayable? But by then, it might be too late for the rule if that happend ;)
