It was still in place around Jan-April 2007 when I was CotC. When CFJ 1610 came up there was discussion about removing it, but it didn't happen until some other time (maybe we all rightly thought it was a bad idea to remove, and Zefram slipped it in with the overall good reforms?) -Goethe
